The Parliamentary Budget Office of Georgia is actively involved in the process of institutionalizing the Regulatory Impact Assessment in Georgia. With the involvement of the PBO in the working groups initiated by the sectoral committees of the Parliament, several RIA reports were prepared. In addition, the PBO periodically produces thematic publications on the topics of evidence-based policy-making, regulatory and gender impact assessments.
While institutionalizing the RIA mechanism, it is important to examine international practice, including that one in relation to RIA experts’ certification.
Regarding the abovementioned, based on the request of the PBO, which referred to the existing practice of certification of RIA experts in other countries within the framework of the European Centre for Parliamentary Research and Documentation (ECPRD), the Georgian Parliamentary Research Center prepared a digest “International Experience in Certification Practice of Regulatory Impact Assessment (RIA) Experts”. The document reviews the practice existing in different countries.
